Eighth public release of GRID

Institutes added from the following sources:

- Grant data from Germany

- Grant data from Africa

- Institutes from Orgref

Metadata additions:

- Added Orgref and Wikidata links for ~14000 institutes

- Imported local name variants from Wikidata

- Updated to the latest Geonames database

QA:

- Fixed a number of relationships from / to redirected institutes

- Fixed a number of Geo lat / long that were a long way from the address city (as defined by geonames)

- Updated relationships and institutes in Helmholtz, Germany

- Updated Norwegian institutes based on recent University Mergers
